You're missing the point entirely, Bluspacecow. There's a speaker icon by your toons name that activates if you are talking. That Head set icon goes Green if you've activated voice chat for that particular channel. This should bring up a dialog box that has all chat channels listed. You see this in the Chat settings window you can access via the Voice icon on the Left hand side of the General chat window (in the middle). You need to actually join a voice chat channel and you either need to talk (for voice activated mode) or push your hot key for Push to Talk mode.
